In a near future, the Patriot Buyback Act prompts the founding of a new institution: the Repurposed Arms Coalition. The R.A.C sets up headquarters in Oxnard California. Burdened by the low profitability of its initial mission of reconstituting recycled metals via the disassembly of bought back firearms, the R.A.C. finds new purpose–as a cattle ranch.
